N232.7million Was Appropriated To ETF -Professor Yakubu
In line to improve the standard of education in the country, the Executive secretary Education Trust Fund (EFT) Prof Mamuhood Yakubu has said that N232.7million was appropriated to ETF in 2009 to enhance a greater funding support to our institutions.
According to him, the appraisal performance of the 2009 budget was broken into two points which include the Re-current and current points.
The 2009 re-current expenditure disclosed that National Assemble Appropriated N177.7million to personnel, through the ETF in 2009. The expected total amount released of the 1st 10month of the year suppose to be N148.8million. then the total deduction for social contribution for scheme and pension was N13.7million, but the actually amount expected for personnel environment is N134.2million while the actually amount received was N125.9m with shortfall of N8.3million.
The shortfall is attributable to the remittance of monthly average subvention of N12.590 million against expected monthly sum of 13.429 million there is shortfall of N1million.
Prof. Yakubu said in terms of overhead the total amount expected for the past 10month of 2009 is N455million. There is no reduction of social contribution, therefore the total amount of N45.5 was expected also total amount of N45.5 was received.
He noted that these funds are being used for insurance, maintenance of vehicles, water telephone, waste disposals solid and liquid, stationeries in the offices and others.
The Executive secretary explained that in 2009, last year and before that the Board receives zero allocation and the performed according to it. Every kobo that ETF has received since 1999 the detailed allocation and to the beneficiaries, the amount spended on each component of the project, the part proposed by the beneficiaries whether the project is completed or on-going is quoted in its formula.
His word: “we are very happy with the level of accountability, year by year, institution by institution which includes universities polytechnics monotechnics, colleges of education and then state institutions, basic and secondary education in the country.
“The electronic copies were presented to the Honourable members of the committee looking forward to hear their observations and recommendation that the House would make”, he added.
The ETF chairman Board of Trustee (BOT) Dr. Musa Babayo said the intervention agency would be performed more in a better position to provide greater funding support to our institutions
He said that education is the one of the most important elements in the funding of the 7 point Agenda of Mr. President. For this reason EFT have received huge amount from the president to enhance the system of Education in Nigeria.
Dr. Babayo appealed to members of Education committee, the House of Representatives; senate counterparts to ETF perform its function in enabling law in the sector.
He assured them that with their support in the sector the management of ETF would continue to utilise the fund properly with the autmosphere of sincerity, transparency, integrity and also would continue to get all our beneficiary institutions equally with equity and justice.

The chairman House committee on Education Honorable Farouk Lawal said the utilization of fund appropriated made him to visit the Board.
According to Lawal, ETF is not only lie on the resources get directly from Government, they are also responsible for raising funds and disbursing funds for the development of Education in the country.
Chairman commended ETF for their efforts to see that public resources are utilised currently and fully ready to yield the attainment of the objectives of Education.
Honorable Lawal assured the Board management and staff of ETF that House of Representatives would continue to support the effort of their organization.
“We assured you that we would be opened contribution for various stakeholder to emerge and come out in a legislature that must move education sector forward”.
“It is very important to reaccess and re-examine the intervention role of some of our Agencies. In case of ETF the fund has been distributed so easily and emerged that they make very busy impact.
“The consolidating intervention sourcing function of Education parastals peacefully achieved more results in sourcing, distributing and monitoring even cutted more than amount of money that is allocated”, he added.
In the same vein, we are critically re-examine the intervention role of other Agencies.
